In the territory of the North Caucasian republics - Kabardino-Balkaria, Dagestan, Ingushetia and North Ossetia-Alania - Gazprom Mezhregiongaz Pyatigorsk, together with the gas distributing organizations of these republics, is implementing the first stage of the large-scale program of "Gazprom Mezhregiongaz" to introduce an automated data collection system Gas consumption from gas metering devices equipped with telemetry.
According to the Federal Law of 23.11. 2009 No. 261-FZ "On energy saving and improving energy efficiency and on amending certain legislative acts of the Russian Federation", with amendments No. 269-FZ of July 3, 2016, consumed energy resources are subject to mandatory accounting using meters. Until January 1, 2019, all households must be equipped with gas meters.
There is a commission reception of the equipment and adjustment of systems of telemetry in those households where subscribers temporarily were absent during carrying out of starting-up and adjustment works. Today, the work on the adjustment of telemetry systems in the aforementioned republics is 92 to 98 percent complete.
The introduction of gas metering devices with a telemetry system allows to solve the problem of untimely or inaccurate data transmission by subscribers and, accordingly, to avoid accruals "according to the normative". The telemetry system established in the framework of this investment program will automatically send the indications to the control center of the company in an automatic mode.
Thus, subscribers of the gas supplier living in the settlements that have entered the first phase of the program may henceforth not worry about their absence in the time limits set for transmitting the gas meter readings, or for late sending them. Accordingly, the need for a personal application for a review of the amount of payment and a visit to the subscriber site is eliminated. All this, as well as the installation of the most advanced individual gas metering device, is the real economy of the family budget for natural gas consumers and personal time.
At the end of the first stage, the regional gas companies established in the North Caucasus republics will move to the second stage, expanding the coverage area with "smart meters" due to their installation in other regions of the republics. Thus, a zone for comfortable recording of consumed energy resources and their payment will be created for subscribers.
